a commission appointed by an Act of Congress of March 28, 1882, to consist of nine members appointed from civil life by the President. The duty of this commission was to investigate questions relating to the commercial, mercantile, agricultural, manufacturing and mining interests of the United States and make suggestions for the establishment of a judicious tariff, or a revision of the existing tariff and the internal revenue laws.
